Washington
County Sheriff's Reserve

Sheriff Jim Frank founded the Washington
County Sheriff's Reserve in 1997. The
Sheriff's Reserve is administrative assigned to the
Volunteer Services Unit let by Sgt Cheri Dexter and
operationally assigned to the Water, Parks and
Trail Unit led by Sgt Jerry Cusick.
The Sheriff's Reserve is directed by Reserve
Sergeant Gary R. Glaeser who was the 2003
Minnesota Sheriff's Association Volunteer of the
Year. Reserve Sergeants Joleen Bourdaghs,
John Grimm, and Dale Werth assist him with
day-to-day operations. The Field Training Officers
are Reserve Corporals Colin Hartwig, Roberta
Olson, and Eugene Smith.

The Washington County Sheriff's Reserve is
comprised of highly motivated and qualified
individuals from varying backgrounds who know the
joy, pride, and rewards of giving their time and
talents to those in need.

We have concerned citizens who want to renew their
commitment to social responsibility and give
something back to their communities, enthusiastic
retired people who want to remain active in their
community, college students pursuing law
enforcement or criminal justice degrees
desiring to gain experience in law enforcement,
and people who are Police Officer Standards
and Testing certified and actively looking
for a law enforcement career.

The Washington County Sheriff's Reserve was the
first Sheriff's reserve program in Minnesota
accredited by the United States Department of
Justice for the Volunteers in Police Service
(VIPS) program. The VIPS program
utilizes the time and considerable talents of
civilian volunteers to free up sworn officers who
can then spend more time focusing on policing and
enforcement. Volunteer service as a Reserve
deputy sheriff renews a persons connection to
Washington County, builds self worth and
social responsibility, and teaches compassion,
tolerance and a sense of duty--neighbor
helping neighbor in time of need. As of
March 31, 2004, dedicated volunteer members
of the Washington County Sheriff's Reserve have
freely contributed over 32,000 hours of service.

The Washington County Sheriff's Reserve was
recently awarded the President's Volunteer
Service Award in Gold for outstanding
volunteer service.

Washington County Reserve deputy sheriffs assist
the Sheriff's Office by promoting boating safety
while patrolling 52 miles of the Saint Croix
and Mississippi Rivers that border the county
and patrolling Washington County's 50 plus
lakes. Reserve deputy sheriffs also conduct
several boating and swimming safety presentations
at marinas and community safety camps
throughout Washington County during the summer
months. Assisted by Reserve deputies, the
Washington County Sheriff's Office can always
be counted on to assist boaters in times of
need. Dedicated service by Reserve
deputies is one of the reasons citizens call the
Washington County Sheriff's Office the premier law
enforcement agency on the Saint Croix River.
The Sheriff's Reserve also works hand-in-hand
with the Sheriff's Water Recovery Unit to
recover drowning victims and evidence that has been
thrown in the water.

The Washington County Sheriff's Reserve patrols 18
miles of the Gateway State Trail System that
runs through rural Washington County and parking
lots located near the trail. These patrols provided
a substantial measure of safety to all citizens
using the trail system and significantly reduced
vehicle vandalism and the number of thefts from
autos parked near the trail.
