The St Cloud Police Reserve 1976-2006

The St Cloud Police Reserve has evolved from
two very different organizations over the
years to reach its current status as a very active
and viable Police Reserve organization with 25
civilians currently serving as sworn Reserve
Officers.

After World War II started, a civilian civil
defense organization was formed to supplement the
St Cloud Police Department in case of war
related incidents. The civilian civil defense
was active throughout World War II and continued to
function until 1958 when it was disbanded and
reorganized and renamed the St. Cloud
Police Auxiliary or as their badges read Special
Police. The Special Police had scheduled
meetings and assisted the St Cloud Police
Department. They worked with uniformed
officers in squad cars and walked the beat.
The Special Police primary function was,
however, to provide traffic control at what
was then known as the Rox Baseball park,
which was located on Division Street in St
Cloud At the time, St Cloud hosted a minor
league baseball team know as the Rox. In 1969, the
Rox left St Cloud and a short time later the Rox
stadium was removed to make way for a shopping
mall. With the primary function of the
Special Police gone, it was disbanded in 1970.

In 1971, The St Cloud Police Reserve was
organized with City Council approved by-laws which
reflect those of the full time Police
Officers. Also put into place in the St
Cloud Police Reserve Organization was a full time
officer to serve as the Liaison Officer, A Reserve
Captain appointed by the Chief of Police, and two
Reserve Sergeants. The Sergeants positions
serve as a training officer, and the other as
secretary/treasurer. Other changes have been
made since 1971 such as the addition of a full time
Assistant Liaison Police Officer, mandatory
monthly meetings, a minimum of 10 ride hours per
month, mandatory training, a yearly banquet, and
more hands on assistance to the full time Police
Officers. St Cloud Police Reserves are trained with
the help of full time officers in defensive
tactics, handcuffing, ASP, OC, use of force,
OSHA required blood borne pathogens, use of the .40
cal Glock and the M4 (we also have a competition
trophy shoot using the .40 cal Glock), simmunitions
and scenario training, training from GSF, training
from our own canine units, training on the
portable difibulators, and much more.
Some Reserve Officers are also bike patrol
trained We also assist the police department
by playing bad guy with simmunitions and paint ball
for new hires, department training and SERT
training.

St Cloud has a few major events where Reserve
Officers are called upon each year to
participate. They include the Wings, Wheels
and Water festival, where there is a parade during
the day and a laser light show in the evening, the
4th of July fireworks, SCSU Homecoming, and SCSU
move in day in the fall. Reserves also assist
the full time Police Officers with SCSU
concerts, hockey games, and other
miscellaneous events During the summer months
there are smaller public events where Reserve
Officers are requested to work with full time
Officers.

We are fully staffed at 25 Reserve Officers,
however our by-laws permit as many Reserve
Officers as there are full time police
officers. Our Police Liaison is
currently Sergeant Jerry Edblad, our Assistant
Police Liaison is Officer Tom Mastey. Our
Reserve captain is currently Bill Minier who
has been a Reserve for 28 years. Our
Sergeants are Mike Goedert, a Reserve for 10
years and Dawn Solarz, a Reserve for 10 years.
