The Board of Directors is elected annually by the members of the MPROA.  The Board is responsible for all decisions regarding the association’s programs, finances, and operations.  Officers and Directors serve two-year terms and may be reelected to successive terms.  The Board meets monthly at a location somewhere in Minnesota, usually on the first Monday of the month.

Todd Schmeltzer
Reserve Lieutenant,
New Hope Police Dept.


Lt. Todd Schmeltzer has been with the New Hope Police Department for 22 years. He and four others founded the New Hope Police Explorers post # 915 in 1983.  Lt. Schmeltzer was elected their first Captain and served in the role for 4 years. In 1985 Lt. Schmeltzer entered the New Hope reserve unit and began to work dual duty for both units for 2 years. He was the youngest reserve to make the rank of Sergeant and the youngest to make Lieutenant.  He is currently the next in succession for Captain. In 2003 Lt. Schmeltzer acquired the training to become a post certified Law Enforcement firearms instructor. Lt. Schmeltzer has assisted the West Metro Swat Team in training functions for the past 3 years. Lt. Schmeltzer is also an honorary member of the Suburban Law Enforcement Association. Professionally Lt. Schmeltzer owns a 19 year old custom embroidery business in New Hope called Sets Design Inc. Lt. Jerad Hoff
Reserve Captain
Plymouth Police Department


Captain Hoff has been a reserve police officer for the Plymouth Police Department and a special deputy for the Hennepin County Sheriff's Office Communications Division since 2001. He volunteers for the American Red Cross by helping plan for and responding to disasters throughout the country while also donating time to the EMS Team at the St. Paul Chapter. During the Hurricane Katrina disaster he responded with his Red Cross team too the most ravaged areas of the South where he spent hundreds of hours assisting local flood victims. When not volunteering, he is the Chief Technology Officer for a training company in Bloomington. Jerad and his wife Robin live in Plymouth catering to the every whim and desire of their golden retriever puppy, Izzy!

DIRECTOR / IMMEDIATE PAST PRESIDENT
Jeremy Shackle
Reserve Police Officer,
New Brighton Dept. of Public Safety

Prior to joining New Brighton’s reserve unit in early 2004, Jeremy Shackle was a reserve officer with the Minneapolis Police Department, rising to the rank of captain. He served in a variety of roles in the Minneapolis Police Reserve, including patrol officer, patrol sergeant, patrol lieutenant, and finally commander of training and recruiting.  Mr. Shackle also serves on the Board of Directors of the Reserve Police Officers Association, the leading national organization for auxiliary, reserve, and special police officers, and is a coordinator of the RPOA’s annual leadership conference in New York City. He is recognized nationally as an authority on reserve law enforcement and has traveled the United States and abroad on behalf of the RPOA. He is a member of the Minnesota Crime Prevention Association and the Metropolitan Emergency Managers Association.  Professionally, Mr. Shackle is a special projects manager for a St. Paul-based real estate development and construction company, and has a background in administrative management, human resources, accounting, and marketing.  He continues to reside in his hometown of Coon Rapids, Minnesota.

Timothy Hughes
Reserve Police Officer
Mound Police Department


Prior to joining the Mound Police Department in 2004, Timothy Hughes was employed as a reserve officer and part-time CSO with the Deephaven Police Department. Officer Hughes is a graduate of the MPROA sponsored Hennepin County Sheriff’s Reserve School and currently attends Normandale College where he attained honors for his academic achievements. Professionally, Officer Hughes is a freelance multimedia developer / branding consultant and also works part-time for the City Of Mound. Kevin Vernon-Harris

Columbia Heights Police Department

Kevin Vernon-Harris has served with the Columbia Heights Police Department since January 2006 and was a Reserve Officer in North Carolina for five years prior to moving toMinnesota. Professionally, Officer Vernon-Harris comes to MPROA with an extensive background in operations management and leadership with a variety of organizations. He currently is a Director for a large healthcare provider in St. Louis Park and is a Six Sigma Green Belt. Officer Vernon.  When not working or volunteering, Kevin is being a full time dad to his Boston Terrier, Dudley J. DoRight. Mike has been a Reserve Officer with the Maplewood Police Dept. since 2006. Also Mike has been a Reserve Deputy with the Ramsey County Sheriff's Dept. from 1996 to 2007. Mike maintains memberships with the Midwest Gang Investigators Association, the National Major Gang Task Force, and the East Coast Gang Investigators Association. Professionally, Mike is employed with a government agency in the Twin City area. When not working or volunteering, Mike enjoys law enforcement patch collecting, networking and traveling the country.
